Scholarly publications – written and peer-reviewed by professionals or experts in the disciplines – are a mainstay in the development of science and technology. The collection of these publications over the years ensures a body of knowledge to be passed over to the cadre of next generation scientists. The history of publication of the first journal goes back to year 1665. Since then the distribution of academic research and scholarship have changed the academic landscape, and have evolved greatly in parallel with the transformation of peer-reviewed
publication into online electronic format. In early 1990s, electronic resources have revolutionized the publishing world. It was in the 1970s that refereeing of the scholarly publication is swapped to “peer review”. Ever since then, this terminology has widely been used as a measure of quality control in the world of science. Peer review, however, is not sufficient to maintain the high standard of review process.
